Short answer: USA Pickleball has not removed spin requirements. In its July 8, 2026 equipment update, the governing body announced that paddles submitted for certification on or after October 1, 2026 must produce a measured spin rate of 2,100 RPM or less. At the same time, the upper thresholds for surface roughness and coefficient of friction will become measurements of record. That is a change in how paddle performance is evaluated, not an end to spin control.

What changed
- A direct performance limit: the new certification gate is a measured maximum of 2,100 RPM.
- Surface readings remain visible: surface roughness and coefficient of friction are still measured, but their upper thresholds are replaced by measurements of record under the announced framework.
- A more automated method: USA Pickleball says the system uses Image Systems dual-camera hardware and proprietary software that calculates RPM automatically. Franklin helped develop the instrumented test ball.
What did not change
- This is not a blanket cancellation of approved paddles. USA Pickleball states that certified paddles must comply with the equipment standards in effect at the time of certification.
- This is not permission for unlimited spin. A measurable ceiling replaces reliance on surface thresholds as the principal announced limit for new submissions.
- This is not the player serve rule. Paddle certification testing and the way a player may impart spin during a serve are separate rule topics.
Paddle certification versus spin on a serve
The Spin Rate Test evaluates equipment in a controlled certification process. The serve rules regulate player technique in a match. USA Pickleball's 2026 rule-change document explains that a player may apply spin with the paddle, but may not pre-spin the ball with the hand during release. A headline about the paddle test should therefore not be read as a change allowing hand-spun serves.

A six-point RFQ and sample checklist
- Name the intended approval pathway. State whether the paddle is for USA Pickleball sanctioned play and the planned submission window.
- Freeze the face specification. Record face material, peel-ply or finish, coating, texture process and approved visual master sample.
- Ask how spin is measured. Request the test setup, sample count, ball condition and raw result. Do not accept an unsupported “compliant” label.
- Control production variation. Define incoming face checks and process controls that keep production consistent with the submitted sample.
- Keep traceable samples. Retain the certification sample, golden sample, batch code and change history.
- Recheck after material or process changes. A new face supplier, coating, cure cycle or texture process can change ball interaction even when the marketing name stays the same.
